South Korea's high-speed rail operations will be unified: KTX and SRT are scheduled to be integrated

Rail Transit Expo News: South Korea's high-speed rail operation pattern is about to undergo significant adjustments. The Korea Fair Trade Commission (KFTC) recently approved the merger of Korail and SR high-speed rail operators, paving the way for the KTX and SRT high-speed rail operation systems to be integrated into a unified operational framework starting September 1.

At the core of this integration is Korail's acquisition of SR high-speed rail operations and the acquisition of 58.95% of SR's shares previously held by the South Korean government. Since high-speed rail is a key infrastructure in South Korea and closely linked to public travel costs and service quality, KFTC conducted an in-depth review of the transaction.

During the assessment, regulators found that out of Korail's 433 existing high-speed rail lines with SR, 155 have overlapping start and end points. However, KFTC ultimately believes that the risk of a significant weakening of market competition from this merger is low. The reason is that South Korea's high-speed rail ticket prices, capacity arrangements, and service levels have long been regulated by the government, and changes to ticket prices, routes, schedules, and service conditions all require approval or approval from relevant departments.

For passengers, the most direct changes in this integration will be reflected in ticket prices, seat availability, and the ticketing experience. According to the three-year business plan reached between Korail and SR, Korail's existing KTX service fares will be reduced by 10%, aligning with the current SRT fare levels. The merged high-speed rail network also plans to add at least 17,000 seats and increase service frequency by at least 25 times on weekends to ease travel pressure during peak periods.

Meanwhile, former SRT passengers will also enjoy the same mileage points program as KTX customers, including bonus points equivalent to 5% of the ticket price. Discount plans and monthly commuter passes that originally belonged to different systems will gradually be unified.

Integrating ticketing platforms is also an important part of this round of reform. The Ministry of Land, Infrastructure and Transport plans to launch an updated version of the Korail+ mobile app, integrating KTX and SRT services into a single platform to gradually replace the currently separate ticketing systems. Integrated service tickets have been available for sale on the existing Korail+ app since August 5.

To ensure the integration commitment is truly implemented, KFTC and the Korean Ministry of Land, Infrastructure and Transport have signed a memorandum of understanding and will continuously monitor the implementation of related business plans over the next three years. Both parties will establish a working-level negotiation mechanism, focusing on tracking ticket prices, seat capacity, service levels, mileage points, and discount plans.

The Ministry of Land, Infrastructure and Transport stated that the merger aims to improve passenger travel comfort and enhance the overall operational efficiency of South Korea's high-speed rail network, while ensuring that all commitments to consumers are fulfilled through strict regulation.

Korail was established in 2005 and is responsible for passenger and freight rail transport in Korea, as well as railway infrastructure and vehicle maintenance. SR was established in 2013 and has been operating SRT high-speed rail services since December 2016. According to current arrangements, the Ministry of Land, Infrastructure and Transport is expected to approve the related business transfer, with the integration target for the two companies to be completed in September.

In the long run, the unified operation of KTX and SRT is not only an adjustment in the organization of Korea's high-speed rail market, but will also affect passenger ticketing habits, ticket pricing systems, service standards, and the allocation of high-speed rail network resources. As integration progresses, Korea's high-speed rail is expected to form a more unified and convenient travel service system.
