On the afternoon of June 24, Premier Li Qiang of the State Council met with Vietnamese Prime Minister Pham Minh Chinh, who came to China to attend the Summer Davos Forum in Tianjin.
Reviewing the achievements of cooperation in recent years, the two prime ministers agreed that China-Vietnam relations have made positive progress in high-level exchanges, political mutual trust, cooperation mechanism building, economy, trade and investment, infrastructure, tourism and people-to-people exchanges, showing a strong momentum of development.
In terms of railways, Pham Minh Chinh proposed to start the construction of the three standard gauge railways connecting China and Vietnam as soon as possible, and give priority to ensuring that the Lao Cai-Hanoi-Haiphong section starts construction in December 2025, and hoped that China would provide support in terms of preferential loans, technology transfer and personnel training to jointly build a modern railway system.
Li Qiang responded positively to Pham Minh Chinh's initiative, emphasizing that he would promote the smooth holding of the 17th China-Vietnam Bilateral Cooperation Steering Committee Meeting and the Three Strategic Dialogue Mechanisms, and fully implement the direction of "Six More Exchanges of Cooperation between the Two Countries". He said that the Chinese side attaches great importance to Vietnam's desire to speed up the construction of the standard-gauge railway, and suggested that the first meeting of the Joint Committee on Railway Cooperation be convened as soon as possible to speed up the feasibility study and ensure scientific, safe and orderly progress.
In addition, on June 24, Vietnamese Prime Minister Pham Minh Chinh held working talks with leaders of large Chinese enterprises in Tianjin, including the heads of railway/transportation infrastructure central enterprises such as China Railway, China Railway Construction, and China Communications Construction.
Pham Minh Chinh hopes that China Railway will continue to carry out cooperation and investment projects in Vietnam, including participation in railway projects connecting Vietnam and China such as Haiphong - Hanoi - Lao Cai, Dong Dang - Hanoi, Hai Phong - Mong Cai.
Tran Van Kin said that China Railway hopes to participate in more infrastructure projects in Vietnam, and suggested that Vietnam consider various investment cooperation models for railway and urban transport projects in Hanoi and Ho Chi Minh City.
Pham Minh Chinh said Vietnam is focusing on starting construction of the Haiphong-Hanoi-Lao Cai railway line by the end of 2025. It is recommended that CRCC work closely with the Vietnamese side and sign a contract to participate in the project as soon as possible; providing financial and technical support for pilot projects; transfer of railway technology, etc.
Dai Hegen revealed that in June 2025, the company's Fourth Railway Institute won the bid for the feasibility study project of the Laohehai Railway, contributing to the continuation of the traditional friendship between China and Vietnam and the economic and social development of Vietnam.
Pham Minh Chinh stressed that the Vietnamese government pays attention to policies to encourage the development of railway infrastructure construction technology and railway technology autonomy, and suggested that China Communications Construction Group Co., Ltd. and relevant Vietnamese parties carry out research and cooperation on this topic.
Wang Tongzhou said that China Communications Construction Group Co., Ltd. hopes to continue to participate in key infrastructure projects in Vietnam, such as the Lao Cai-Hanoi-Haiphong railway, the North-South high-speed railway, the metro line in Hanoi and Ho Chi Minh City, seaports and highways such as Leh and Can Yet, and offshore wind power projects.
During the forum, Chinese and Vietnamese enterprises signed nine cooperation and investment agreements, covering various key areas such as energy, railways, telecommunications, information technology, real estate, transportation, import and export. Among them, China Harbor and its Vietnamese partners exchanged cooperation documents.
