The China-Kyrgyzstan-Uzbekistan railway is funded and the gauge may have been finalized

According to Kyrgyzstan media reports: Recently, the Kyrgyz parliament officially approved the cooperation agreement on the China-Kyrgyzstan-Uzbekistan (China-Kyrgyzstan-Uzbekistan) railway project jointly promoted by the governments of the People's Republic of China, the Kyrgyz Republic and Uzbekistan after the third reading procedure. This move marks the beginning of the substantial construction phase of this high-profile cross-border cooperation project.

According to Azamat Sakiev, general director of the Kyrgyz state enterprise Temir Zholu, China has pledged a loan of $2.35 billion for the construction of the China-Kyrgyzstan-Uzbekistan railway. According to reports, the announcement was made at a meeting of the Committee on Transport, Communications, Construction and Construction of the Kyrgyz Parliament.

The total estimated cost of the rail project is $4.7 billion. The Joint Project Company (JPC), consisting of representatives of Kyrgyzstan, Uzbekistan and China, will bear half of this, or $2.35 billion.

Sakeyev made it clear that the Chinese side will provide this half of the funds in the form of loans, while the remaining half of the funds will be provided by the investments of the relevant parties. Kyrgyzstan contributed about $700 million.

The exact terms and interest rates of Chinese loans are still being negotiated. Discussions are currently underway with two Chinese banks, the Export-Import Bank of China and the State Bank of China, which are expected to provide loans on a non-commercial basis.

Sakiyev also said that the construction of the China-Kyrgyzstan-Uzbekistan railway will officially start in October this year. The entire construction process is expected to last around six years, emphasizing that the parties have signed a detailed roadmap clarifying the terms of operation of the joint venture. This will provide a strong guarantee for the smooth progress of the project.

An agreement between the Kyrgyz Republic, Uzbekistan and China was the basis for the establishment of the Kyrgyz Republic-Uzbekistan Cooperation Council. The agreement, which has been submitted to the parliament of the Kyrgyz Republic (Jogorku Kenesh) for approval, stipulates that China will hold a 51 percent stake in the joint venture, with Kyrgyzstan and Uzbekistan each holding 24.5 percent.

On June 6, representatives of the three countries signed an agreement in Beijing on the joint implementation of the China-Kyrgyzstan-Uzbekistan railway project.

The China-Kyrgyzstan-Uzbekistan Railway runs from Kashgar, Xinjiang, China, to the north through the Turgat Pass, passes through Jalalabad, Kyrgyzstan, and reaches Andijan, Uzbekistan. At present, the China-Kyrgyzstan-Uzbekistan railway line plan has been gradually clarified.

The total length of the project is about 590 kilometers (Kashgar-Andijan), of which about 200 kilometers are in China, 330 kilometers in Kyrgyzstan and 60 kilometers in Uzbekistan.

Regarding the construction plan and track gauge issues, the bidding announcement for the survey and exploration of the Kyrgyz Republic section of the China-Kyrgyzstan-Uzbekistan Railway issued by the First Institute of China Railway on June 19 shows that:

The Kyrgyz Republic section of the China-Kyrgyzstan-Uzbekistan Railway is located in the territory of Narun and Jalalabad regions in the southeast of the Kyrgyz Republic.

The section of the line connects with China starting from the Turgat Mountains on the border between China and Kyrgyzstan, crossing the Moldotau Mountains via Arpa, crossing the Alabka River to Makmar to set up a loading station, then crossing the Fergana Mountains to the west, using the existing railway passage north of Jalalabad to introduce the Jalalabad station and extending to the south to add the Jalalabad cargo station.

The total length of the new main line is 293.53km, of which the standard gauge section from Turgat (Kyrgyzstan) to Makmar is 160.52km long, and the broad gauge section from Makmar to Jalalabad is 133.83km long, with a total of 17 stations, 17.41km/44 bridges, 111.0km/31 tunnels, and a total length of 127.41km of bridges and tunnels, with a bridge-tunnel ratio of 43.4%.

The railway is an important part of the southern corridor of the China-Europe train. The existing Eurasian line can not meet the growing freight demand of the world economy and the anti-risk demand brought about by geopolitical fluctuations, and the completion of the China-Kyrgyzstan-Uzbekistan railway will connect the Asia-Pacific region and the whole of Europe at both ends of the railway, providing a new solution for Eurasian transportation.
