Rail Transit Exhibition News The Malaysian government plans to pre-purchase a 51% stake in CRRC's local subsidiary in Malaysia as part of its plan to lease 62 new trains.

According to the latest report of the Parliamentary Public Accounts Committee (PAC), this plan was approved by the Cabinet on August 14 last year, and the government intends to acquire CRRC Rolling Stock Center Malaysia Sdn Bhd through local enterprises or government affiliates to ensure that Malaysia has a majority stake and to promote technology transfer for local businesses.

Datuk Jana Santhiran Muniayan, secretary general of the Ministry of Transport, said at a committee meeting on February 12 this year that no formal negotiations have yet begun with Chinese companies.

Currently, the assembly plant is located in Batu Gajah, Perak, and is 70% owned by CRRC Zhuzhou Electric Locomotive Co., Ltd. and 30% owned by CRRC (Hong Kong) Co., Ltd

Malaysia plans to lease 62 new passenger trains from China by 2027 for the use of the national railway company Malaya Railways (KTM) for a 30-year lease period totaling RM10.7 billion, including maintenance, repair, and overhaul (MRO) of trains to ensure adequate capacity for KTM trains.

In its latest report, PAC pointed out that decisions need to implement localization requirements, including technology transfer and at least 40% local employee participation. The leasing model will be led by the Public-Private Partnerships Agency (UKAS).

The Malaysian Ministry of Transport said that due to urgent needs and CRRC's experience and expertise in EMU manufacturing, the government chose direct negotiation in the first phase of the project. However, the second and third phases will be carried out through public tenders, in accordance with cabinet policy.
