Rail Transit Exhibition News: Vietnam Railways Corporation recently officially completed its operational model transformation and established the Vietnam National Railway Group (VNR). The group's parent company operates as a single-member limited liability company wholly owned by the Vietnamese state.
On August 11, the Hanoi Department of Finance officially issued the enterprise registration certificate to Vietnam State Railway Group, marking substantial progress in the related restructuring work. With the implementation of group restructuring, VNR will further transform from a traditional railway operating enterprise into a comprehensive railway industry group integrating railway transportation, construction and maintenance, equipment industry, and comprehensive services.
According to the arrangement, Vietnam State Railway Group will lawfully inherit all rights, obligations, and responsibilities of the former Vietnam Railway Corporation. These rights and obligations include matters formed in accordance with the Railway Law, Enterprise Law, laws and regulations related to state-owned capital management and investment, and other relevant provisions, as well as agreements, documents, and contracts previously signed with relevant parties in accordance with the law.

After the restructuring, VNR will operate under a multi-industry economic group model, expanding its business scope to 110 industry sectors. Among them, railway transportation, railway construction and maintenance, railway industry, and related services have been identified as the Group's core businesses.
This transformation is an important measure to implement Decision No. 498/QD-TTg of the Prime Minister of Vietnam. This decision approved the restructuring plan for Vietnam Railway Corporation for 2026–2030, and with a vision to 2035, clearly promoted the transformation of enterprises toward a group operation model.
According to the plan, Vietnam National Railway Group will play an even more important role in the development of Vietnam's railway industry in the future, focusing on enhancing its independent mastery of railway technology, enhancing corporate competitiveness, promoting the development of its own railway industry, and participating in the construction of key national railway projects.
In recent years, the upgrading of Vietnam's railway infrastructure and the capacity building of its railway industry have continued to attract attention. From modernizing existing railways, to advancing key railway projects, and then to improving railway equipment and technical capabilities, Vietnam is accelerating the improvement of its railway development system. The establishment of VNR is also seen as an important step in building the organizational structure and industrial capacity of Vietnam's railway industry.
With its business scope expanding to 110 industry sectors, VNR will not only undertake railway transport operations in the future, but is also expected to play a stronger platform role in railway construction, maintenance, equipment manufacturing, supporting services, and industrial collaboration. This change will provide a new organizational foundation for subsequent reforms, investments, and major project implementation in Vietnam's railway industry.
