Bogotá City Government held an international bidding promotion meeting for Metro Line 2! Representat

After the bidding for Metro Line 2 was announced to be unsuccessful, the Bogotá City Government is accelerating the pace of international promotion and actively seeking support from international investors to promote the smooth implementation of the project.

To this end, the Bogotá City Government recently held a special promotion meeting with representatives of diplomatic missions and multilateral financial institutions in Colombia to introduce in detail the construction progress, implementation scope and bidding conditions of the Metro Line 2 project, aiming to expand international participation and ensure that the project is carried out under a high standard technical, financial and legal framework.

The meeting was co-chaired by the Mayor of Bogotá, Carlos Fernando Galán, and the General Manager of the Bogotá Metro Company, Leónidas Narváez, and was attended by representatives of embassies from 23 countries.

Among them, ambassadors from the United Kingdom, Portugal, Spain, Austria, Italy, Turkey, China and New Zealand attended; Canada, Brazil, the European Union, the United Arab Emirates, South Korea and other countries and institutions were represented by economic or commercial counselors.

In addition, representatives from several international financial institutions, including the Latin American Development Bank (CAF), the Inter-American Development Bank (BID), the World Bank, the International Finance Corporation (IFC), KfW, the French Development Agency (AFD), and the Export-Import Bank of Korea, also attended the meeting to gain an in-depth understanding of the project structure and its institutional guarantees. The city government said the project has been listed as a major infrastructure project that Bogotá has prioritized.

Mayor Garland said that Bogotá is currently going through the largest infrastructure construction phase in history. "Metro Line 1 has broken the historical bottleneck, enabled us to accumulate institutional, technical and administrative experience, and laid a solid foundation for the promotion of Metro Line 2." He said. The progress of Metro Line 1 under construction has exceeded 72%, which has significantly improved the professional capabilities of the subway company and relevant municipal departments.

According to the introduction, Metro Line 2 has a total length of 15.5 kilometers, 10 underground stations, 1 elevated station and 1 depart, and will transfer with Line 1 at 72nd Street-Caracas Avenue Station. The line will use a fully automated unmanned (GoA4) electric heavy subway system, with a maximum capacity of 76,000 passengers per hour in one direction. After the completion of the project, the commute time from more than 1 hour is expected to be shortened to about 20 minutes, which is of great significance for improving urban production efficiency, improving residents' quality of life and reducing carbon emissions.

Narvaez pointed out: "This is an electrified, automated, environmentally efficient heavy metro line. It is not only an infrastructure project, but also an environmental and social transformation project. ”

In terms of financing, Metro Line 2 has signed a co-construction financing agreement in 2023, and the source of funds is clear:

  • The national government bears 70%, about $6.129 billion

  • The Bogotá City Government bears 30%, about $2.637 billion

  • The total investment of the project is about 8.766 billion US dollars

The financing model adopts the same mechanism as Metro Line 1, providing financial guarantee through long-term financial commitments from the state and the municipal government, and bidders do not need to bear the risk of passenger flow demand.

At present, the project has received support from multilateral financial institutions such as the Inter-American Development Bank, the European Investment Bank (BEI), and CAF, and is promoting relevant cooperation procedures with the World Bank.

In terms of bidding schedule, the municipality has launched an international promotion phase, which is scheduled to last until March 31. The follow-up process includes:

  • March 3: Release of prequalification documents

  • June 5: Submit a prequalification application

  • July 8: Announcement of the shortlist

  • July 31: Official bidding documents are issued

  • November 30: Submit bidding documents

  • The project award is expected to be completed in January 2027

Garland concluded by saying that Bogotá plans to build at least five metro lines in the next 25 years, and form an integrated network with the regional light rail (Regiotram) and the bus rapid transit system (TransMilenio) to accelerate the construction of a modern and sustainable urban public transportation system.
