As the core technology for hydrogen energy utilization, the standardization of fuel cell performance testing is crucial for the healthy development of the industry. IEC 63341-3:2025 "Test Methods for Performance of Fuel Cell Power Generation Systems for Hydrogen and Fuel Cell Systems for Rail Transit Rolling Stock"The international standard clarifies the arrangement requirements, instrument configuration, measurement methods and test conditions of fuel cell test benches with hydrogen as fuel and air as oxidizer, mainly stipulating the steady-state operation, dynamic operation, polarization curve, load curve, as well as the performance test methods in altitude environment, high and low temperature environment, high and low humidity environment, and covers noise and EMC (electromagnetic compatibility) performance test requirements. It provides a globally unified performance evaluation standard for fuel cell power generation systems for rolling stock.
△Organize and hold international working group meetings
In October 2019, under the guidance and support of the China Electrical Appliance Industry Association, CRRC Tangshan Company submitted a project application at the IEC/TC105 plenary meeting and successfully obtained the leading right to formulate the international standard. Under the coordination of the Technology Research Center, an expert team was established with senior technical expert Liu Nan as the convener, Chief Expert Han Peng as the registered expert, the new energy team of the Technology Research Center as the technical support, and the Science and Technology Management Department as the organization and coordination. In April 2021, the working group merged with the IEC/TC9 PT63341 working group to establish the IEC/TC9 JWG51 working group to jointly carry out the preparation of the IEC 63341 series of standards and clarify the research content of the IEC63341-3 standard. With the unremitting efforts of the team, CRRC Tangshan Company, as the convening unit of the standard, organized domestic and foreign industry experts to complete the discussion and revision of the manuscript, and finally the standard was voted on by member countries for implementation. Relying on this standard, CRRC Tangshan Company's technical team has fully communicated with top experts such as Alstom and Siemens, established a communication mechanism with domestic and foreign standardization organizations, improved the international vision and professional ability of technical personnel, effectively enhanced the company's voice in this field, successfully integrated the "Chinese solution" into international standards, contributed to the development of the global fuel cell industry, and enhanced our country's influence in the international hydrogen energy field.

IEC/TC9 is the only technical committee established by IEC in the field of rail transit, and IEC/TC105 is the core body of global fuel cell standardization, jointly issued IEC 63341The series of standards represents the most influential technical guidelines in the field of rail transit fuel cells. IEC 63341-3:2025 focuses on the performance test methods of fuel cell systems for rail transit, which has injected strong impetus into the development of the rail transit fuel cell industry and is of great significance to our country's realization of the "double carbon" goal.
