Rail Transit Exhibition News The Mexican Rail Transport Regulatory Agency (ARTF) officially released an open international tender project, planning to purchase 47 passenger trains, which will be used for Mexico – Queretaro, Queretaro – Irapuato and Saltillo – Nuevo Laredo sections.
According to the announcement, companies interested in participating need to submit relevant technical opinions by September 29, which may be adopted, and a conference call will be issued in the first half of October。 The notice is expected to include a timeline for the issuance of the final ruling on November 19 (a clarification meeting is initially planned to be held at the same time).
RTF said 33 of these trains will be used for long-haul operations, each with a capacity of 300 passengers; Another 14 trains will be placed on short-haul routes, each with a capacity of 700 passengers.
In addition to Chinese companies, CAF Mexico and Alstom Ferroviaria México are also partners also expressed interest. Alstom had not previously participated in the Pachuca project, but reserved a willingness to collaborate in the future.
ARTF emphasized that the evaluation criteria for this bid are 65 points for technical solutions and 35 points for economic solutions, for a total score of 100 points. The technical solution needs to score at least 48.75 points to advance to the next stage. The review will focus on indicators such as vehicle performance, localization ratio, and train service life of at least 30 years. If the bidding quotation is the same, the bidder with the lowest price will be given priority.
This procurement is the first large-scale train tender project of the current government. Due to the large number of questions raised by potential suppliers, the process took longer than expected and increased from one scheduled clarification to four.
