The China-Vietnam consortium intends to participate in the urban rail transit project in Ho Chi Minh

Rail Transit Exhibition News China Communications Construction Corporation (CCCC) and Vietnam CIENCO4 Group have submitted proposals to the city government to participate in the development of a number of urban rail transit projects in Ho Chi Minh City, including Metro Line 2, Thu Thiem - Long Thanh International Airport Railway, Metro Line 1 extension and other potential lines.

According to the proposal, the consortium hopes to undertake the design, procurement and construction of related projects in the form of EPC (general engineering contracting), and is also considering providing financing support.

CCCC background and strength

The proposal points out that CCCC ranks 63rd in the Fortune Global 500 2024 list, with revenue of $136.7 billion. The company has rich experience in urban and high-speed railway construction.

In China, CCCC has completed 188 railway projects with a total mileage of 6,800 kilometers and a total contract value of about US$48.89 billion, and completed 164 urban rail transit projects with a mileage of 960 kilometers and a contract value of US$55.11 billion. At present, the company is still implementing 112 railway projects in China, with a contract value of nearly 50 billion US dollars.

In the international market, CCCC has undertaken 106 railway and metro projects with a total contract value of US$51.33 billion, including the Hungarian-Serbian Railway, the Kenya-Mongolia-Nairobi Railway, and the Malaysian East Coast Railway Project.

"We have the strength in terms of experience, funds, personnel, equipment and technology to undertake the EPC general contracting task of the Ho Chi Minh City urban rail transit project," the consortium said in the proposal. If selected, we will fully mobilize the necessary resources to ensure project schedule, quality and investment efficiency. ”

Project progress

The Ho Chi Minh City Department of Construction explained the progress of related projects:

  • Metro Line 2: It is currently in the preliminary preparation stage and is expected to start construction by the end of 2025.

  • Thu Thiem - Long Thanh Railway: The project will connect Tan Son Nhat and Long Thanh two international airports, with a total length of 42 kilometers, and will be studied by the Railway Project Management Committee under the Ministry of Construction.

  • Metro Line 1 extension: The line will connect Pingyang New Town and Suyixian Passenger Station, and is currently undergoing investment procedures. Previously, the Binh Duong provincial government had submitted the project pre-feasibility study report to the Prime Minister and the National Assessment Committee.

  • Other urban rail transit lines: Investment planning by the Ho Chi Minh City Urban Railway Authority (MAUR).

    Policy support

The Department of Construction pointed out that the Railway Law 2025 introduces a number of special mechanisms and policies to encourage railway investment, especially supporting the private sector to participate in railway and urban rail construction. At the same time, Law No. 90 of 2025 also stipulates that some projects are exempt from the investment policy approval process.

The Department of Construction of Ho Chi Minh City suggested that the consortium carefully study the current regulations and maintain communication with the City Urban Railway Administration to grasp the details of project implementation and further explore cooperation opportunities.
