The Changliu Express Line adopts one-time planning and sectional implementation. The total length of the line is 48.73km, starting from the T3 terminal of Huanghua Airport and ending at Liuyang Guankou Station. The first phase of the construction of the section from Huanghua Airport to Jili, which leads from the T3 terminal at the end of the Changsha Maglev East Extension Line, is laid along Xinhe South Road, Jincheng Avenue and Liuyong Highway, during which it needs to cross the runway under construction of Huanghua Airport and cross the Hangzhou-Changzhou and Wuhan-Shenzhen Expressway. The first phase of the construction line is 39.52km long, with a total investment of about 10.44 billion yuan, 7 new stations, all of which are elevated stations, 3 elevated stations reserved for civil engineering, 2 elevated stations planned to be reserved, and an average station spacing of 3.95km, and a new Jiaoxi vehicle base.
After the completion of the Changliu Express, it will be connected with the Changsha Maglev Express, connecting Changsha, Jinyang New Town and Liuyang main urban areas, and directly connecting the two major hubs of Huanghua Airport and South High-speed Railway Station. At that time, Liuyang and Huanghua airports can be reached in 30 minutes, and the main urban area can be reached in 1 hour, the spatial distance between the two places will be greatly shortened, economic and cultural exchanges will be greatly promoted, and citizens will travel more conveniently. The radiation and influence of Changsha as a provincial capital city will be further enhanced, and Liuyang will also be officially connected to the Changsha rail transit network and the Changsha-Zhuzhou-Tan multi-level rail transit circle, which will greatly promote the integrated development of Liuyang and Changsha. As the country's first maglev urban (suburban) railway, the Changliu Express Line takes advantage of the advantages of fast maglev climbing ability, small curve radius, low vibration and low noise, which makes the route selection more flexible, which can not only reduce the proportion of underground lines but also avoid the impact of elevated laying along the line, further reduce engineering investment and expand maglev application scenarios. With a design speed of 160 kilometers per hour, the Changliu Express Line is currently the world's highest design speed of the constant conductance short stator fast maglev line. With the continuous development and accumulation of maglev industry and technology in the province, a variety of technical problems have been overcome one after another, and the commercial operation of the fast maglev train with a speed of 160km/h will once again polish the business card of maglev in Hunan Province. At the same time, in order to continue to promote the update and iteration of maglev technology, occupy the technological highland, and lead the development of the industry, the line reserves 200km/h test conditions in the future. In order to further improve the operation speed of fast maglev and apply it to larger space application scenarios such as intercity, the scientific research foundation is reserved. The Changliu Express Line is a demonstration line for reducing the cost and increasing the efficiency of maglev project construction, and has carried out systematic cost reduction research by streamlining the scale of civil engineering, reasonable resource sharing and phased construction, and reducing system design redundancy, etc., and the estimated project budget after optimization is about 2 billion yuan less than the estimated investment of the feasibility study, a decrease of 16.3%. This provides an important reference for the scale control and quota design of subsequent new projects, and further highlights the competitive advantages of the maglev system. In order to realize the rapid access between important stations, the Changliu Express Line will adopt the public transportation operation mode of "station stop + big station stop", taking into account the rapid access and coverage along the line. In the mode of express train at the big station, Liuyang City to Liuyang Economic Development Zone, Huanghua Airport, and Changsha South High-speed Railway Station can achieve 11 minutes, 25 minutes, and 43 minutes respectively, and the traffic speed will be greatly improved.
