On May 7, Zhuhai issued the "Notice on the Termination of Tram Line 1 and the Rehabilitation of the Pavement of Meihua Road". The "Notice" pointed out that based on the relevant situation of the operation of the first phase of the project of Line 1, full research was carried out from the aspects of urban planning, economic benefits, social benefits, and operational safety risks, and the decision-making procedures such as public participation, expert demonstration, risk assessment, and legality review were performed.

At the same time, combined with the demolition of facilities and equipment, the pavement restoration project of Meihua Road was carried out simultaneously.  Dismantling of facilities and equipment of Zhuhai Tram Line 1 (Figure 1)

Tram Line 1 is a strategic cooperation project introduced through investment promotion in 2011, and the project was launched to coincide with the reconstruction of Meihua Road. After research and demonstration, it was decided to use the first phase of the pilot project of tram line 1 as the test line, and the construction of Meihua Road was synchronized with the reconstruction of Meihua Road. The first phase of Line 1 is about 8.9 kilometers long, with a total of 14 stations and 1 depot, which started construction in September 2013 and opened for trial operation on June 13, 2017. On January 22, 2021, due to the needs of epidemic prevention and control, the project was suspended. During the suspension period, the transportation department will provide travel services for citizens by other modes of public transportation such as buses, and add 17A bus lines that completely overlap with the project, as well as 5 other bus routes with a high overlap rate with the project. According to the statistics of the transportation department, the total daily average passenger flow of these six bus lines in Meihua Road reached about 12,000.

According to the relevant person in charge of the Zhuhai Municipal Transportation Bureau, the total passenger flow during the trial operation of the first phase of Line 1 was 4.63 million passengers, with an average of 3,664 passengers per day, and the regular passenger flow was insufficient, resulting in high operating costs. At the same time, according to the Zhuhai Comprehensive Transportation System Plan (2021-2035), urban public transport is dominated by the development of large-capacity and conventional public transport. As a low-volume rail transit system, trams are not included in the city's future transportation planning. In addition, due to the limited road resources, it is impossible to build new lines in the future, and it is difficult to realize the construction and operation of the tram network, and it is impossible to give full play to the economies of scale. After comprehensive consideration and full demonstration, it was decided to terminate the operation of the first phase of Line 1 and start the pavement rehabilitation project of Meihua Road.

It is understood that after the demolition of relevant facilities and equipment, Meihua Road will release 8 meters of road space, and plans to adjust from the current two-way 6 lanes to two-way 8 lanes, and set up bus lanes on the side of the road to further improve the efficiency of bus traffic. In order to solve the problem of residents' travel and parking, the Shangchong depot of the project will be transformed into a public transportation hub with functions such as convenient bus transfer and compatible social parking. At present, Xiangzhou District has built and opened a number of open-air parking lots around the depot, which can provide about 500 parking spaces. In addition, the affordable housing project in the area will also be equipped with about 2,000 parking spaces, including about 1,700 public parking spaces, which is expected to be completed by the end of 2026.

It is reported that the relevant units have formulated the Meihua Road pavement restoration construction plan and intersection traffic optimization measures, and strive to complete the construction within 4 months, minimize the impact on public travel, and ensure the safety and smoothness of road traffic.
